At the (now permanently cancelled) E3 fair of that year, Rockstar Games presented Agent. Agent, which created excitement even with its first announcement, would put us in the role of a secret agent, as the name suggests. However, we didn't get any news about the game for many years and finally it was revealed that Rockstar Games shelved the game.
The image shows just one of the many maps planned for the game. Agent, if realised, would take us to different regions around the world and offer more limited but more maps than Rockstar Games usually does.
The underwater visuals in the photo are of a kind that reveals the game's mission and location diversity. They also belong to the pre-alpha version of the game. In short, when the game came out, we could have encountered much better visuals than the visuals that looked good enough for the period. On the other hand, as mentioned above, although it was never officially announced that Agent was officially cancelled, we can say that Rockstar Games actually buried it completely by not renewing the naming rights of the game in recent years.
